Patch review

Before the patches will be applied to the code base they will be reviewed by specific driver maintainer and additional contributor.

Requirement to submit WHQL (HCK or HLK) logs for infrastructural changes

If the change is related to driver's infrastructure please submit WHQL logs for the driver with the changes. To simplify WHQL test kit deployment in virtual environment it is recommend to use VirtHCK.
